Build a seawall budget you can compare.

By New Port Richey SeawallUpdated: 2026-10-29

Calculate a starting range for seawall repairs or a new wall, compare published rates and build a fuller budget with your own quote.

Get a starting price for the work you are considering

Enter the length to be built or repaired, then choose a material or repair method. The calculator shows a dollar range from published prices. For repairs, use the affected section, not automatically the entire waterfront.

A starting range is useful before you have a quote. The final proposal must address your wall’s design, access, removal, permits and restoration. Source details stay with each result.

Worried about damage? Check the warning signs.Optional · 10 short questions · no contact details

Answer from what you already know. Stay on safe ground; do not go near the edge or into the water to check. You can choose “Not sure” for any question.

Skip this and go to the budget calculator

1. Holes, sinking ground, or soil washing out behind the wall?
2. Is the wall leaning or bulging toward the water?
3. What cracks have you noticed?
4. Gaps, missing pieces, or soil coming through the joints?
5. Is the top broken or crumbling, or is metal showing?
6. Are there rust stains on the wall?
7. Does water come over or through the wall at very high tides?
8. Has there been a major storm since the wall was last checked?
9. About how old is the wall?
10. When was the last professional inspection?
What this check is based on

The questions cover signs shown in the City of Holmes Beach seawall manual (pages 5–13): soil loss, wall movement, open joints and damaged concrete.

An approximate length is fine.

Where can I find the wall length?

Look for the waterfront length on your property survey or seawall plans. For example, enter 75 for a wall that is about 75 feet long. If you cannot find it, tick “I don’t know the length yet”. Stay on safe ground; you do not need to measure beside the water.

Add height & site details Optional

Add what you know about the wall and access. We’ll include these details in your result so you can discuss how they affect the work and price.

Help with the height measurementTop of capWaterline (changes)Mudline / bottomBuried embedmentExposed height

Use the height from the bottom beside the wall (the mudline) to the top of the wall cap. Include the part under water. Use plans or a survey; leave this blank if you don’t know. Do not enter the full panel length or a survey elevation such as NAVD88. The buried depth and required top elevation come from the site design.

How the numbers work

For a published range, we multiply the price per foot for your chosen material by your wall length. It is a starting point. Height, ground conditions, equipment access, permits and other work can change the final price. The source does not give enough detail to price those changes, so the calculator lists them as questions to check.

Have a price for your property? Enter it to add known extra costs and the reserve you choose. Anything without a price stays on your checklist. For repairs or a height change, get a price for that specific work.

The wall’s bottom-to-top height, the buried panel depth and the cap elevation shown on a survey are different measurements. An engineer uses the ground, nearby structures, drainage and water conditions to design the wall. For more detail, see the City of St. Pete Beach engineering report and Florida DEP permit guide. The calculator uses the residential price sources shown above, not public-project costs from these documents.

What could your seawall cost?

Published planning ranges, not a quote. Confirm design, permits, removal, access and restoration in the final proposal.

What to include in your price

Ask for a written list of what the price covers. Include the related work below when planning your total budget.

  • Inspection, design, wall material, wall length and planned height.
  • Removing the old wall, waste disposal, site access and temporary protection.
  • Drainage, soil behind the wall, supports, wall cap, docks and utilities.
  • Permit applications, fees, inspections, cleanup and final paperwork.
  • Extra costs, work left out, a reserve for unexpected work and approval of price changes.

Which Pasco permit costs are published?

Published county fee components; checked October 25, 2026
ItemPublished amountHow to use it
Dock/seawall site examination
$60
Specific schedule item; not a total permit price.
Dock/seawall site inspection
$60
Specific schedule item; ask about added inspections.
Base fee
$45
General permit/category/trade base in the schedule.
Plans examination
$45 minimum
General minimum where plan review is required.

The two dock/seawall-specific items add to $120. Do not treat that subtotal as your invoice. Pasco adopted the linked fee update on July 14, 2026, effective July 1. Ask staff to calculate the actual combination of structures, trade work and reviews. These county amounts do not establish New Port Richey or Port Richey city fees.

What makes canal access expensive?

  • Limited landside room may change equipment and material-delivery choices.
  • A private ramp or neighboring driveway needs separate permission; access is not included merely because it exists nearby.
  • Shallow approaches, occupied lifts and narrow canals can constrain a contractor’s proposed access.
  • Dock removal, electrical disconnection and reinstatement should appear as priced tasks.

Ask the bidder to describe the equipment route on your site plan. County marine drawings already call for waterway width, channel location and nearby structures.

What belongs in a comparable quote?

Request the same inclusions from each bidder
Work packageQuestions to resolve
Assessment and design
What is retained? Who designs the change? Which concealed parts need investigation?
Wall construction
Measured length, material, cap, anchors, embedment and transitions.
Water and soil
Drainage, soil retention, backfill, erosion controls and disposal.
Site operations
Access rights, protection, dock/lift work, utilities and cleanup.
Approvals and handover
Applications, agency charges, inspection duties, final records and written warranty terms.

Put allowances next to the task they cover. A low number with unresolved access can be harder to budget than a more complete proposal. See contractor checks before paying.

How should you use the calculator?

Choose a new wall, replacement or repair, then enter the length of that work. Select a material or repair method for a starting range. If you are undecided, compare the listed alternatives. A custom wall system or height change needs a project-specific quote.

Under “Use a price you’ve received”, enter a per-foot rate or a lump-sum quote, then add known extras and a reserve. A lump sum stays a lump sum when the length changes. Download the result or include it in the project request; nothing is sent automatically.

Are hurricane permit fees still waived?

Pasco’s Helene/Milton storm-related fee waiver ended July 31, 2025; normal fees resumed August 1, 2025. Do not budget using an old storm notice. A future waiver, grant or insurance recovery needs separate current confirmation.

Substantial Improvement And Damage

How do you compare a low quote with a complete quote?

Proposal A: wall work only

The stated price covers a defined length of wall but leaves engineering, permit charges, dock removal and yard restoration outside the total. List those exclusions as unresolved costs.

Proposal B: more included

The proposal includes several of those tasks but uses an allowance for access. Ask what the allowance covers and how the actual cost is reconciled.

Neither example is a North Pasco price estimate. The useful comparison is a shared scope sheet: base work, known extras, allowances and unresolved items. Do not add a guessed percentage merely to make the totals look complete. Request a priced clarification for each meaningful gap.

What should happen when the scope changes?

Keep the cost decision visible
Before approvingAsk for
New finding
A description, location and supporting photograph or report.
Proposed solution
The revised work, drawing or product detail and any approval impact.
Price and time
The added or credited amount, allowance reconciliation and schedule effect.
Authorization
Who can approve the change and where that approval is recorded.

Ask how a temporary pause would be handled if concealed damage is found. Keep change orders with the original proposal so the final price can be reconciled to actual work. A per-foot figure is useful only when its inclusions, quantities and conditions remain comparable.

How to use these prices

The calculator multiplies published rates by the entered work length. PPH Seawalls & Docks supplies Pasco/north Pinellas ranges; SeaBee supplies broader Florida composite and steel guidance. These are individual publishers’ estimates checked October 29, 2026, not a surveyed market average or our quote. Unknown material or repair selections compare the listed options. Height and access create questions, not invented price multipliers. Your own quote can replace the starting range.
