Does the problem follow rain, tides or both?
Keep a simple dated log: rainfall, canal level, standing water, new depressions and the location of any visible flow. Photograph from the same safe position. The pattern helps a professional choose what to investigate; it does not diagnose the cause.
When does Pasco ask for a drainage plan?
County guidance says that being outside a Special Flood Hazard Area does not automatically eliminate the need for a drainage plan. Where required, the plan should show existing and proposed elevations and where runoff travels, signed and sealed by a Florida engineer. Marine applications include a drainage plan when applicable.

Can you raise the yard behind the wall?
Adding fill in a floodplain can require compensatory storage. Pasco asks for the added and removed volumes in the drainage plan. Show the proposed grade, neighboring land and outlets together; a higher cap without a workable runoff route can leave another problem unresolved.
What belongs in the investigation?
- Open joints, retained-soil condition and visible soil escape paths.
- Drain locations, outlet elevations and any existing backflow devices.
- Roof, driveway, patio and pool-deck runoff near the waterfront.
- Adjacent property grades and public drainage features.
- Utility locations and possible leaks to be assessed by the responsible trade.
What should you avoid doing yourself?
Do not drill new relief holes, cut vegetation, pump out a canal edge or add bulk fill to test a theory. Ask the designer for an authorized drainage and soil-retention detail. For mangroves affecting a seawall, DEP asks for photos and a description before an owner relies on an alteration exemption.
What pattern should you record before the visit?
| When | Record from a safe position |
|---|---|
After rainfall | Where water collects, how long it remains and the apparent route toward an outlet. |
At different water levels | Whether the same area changes while rainfall conditions are similar. |
During normal use | Irrigation, nearby utilities or other activities occurring when the wet area appears. |
Over time | Dated changes in depressions, paving, soil level and visible outlets. |
These observations help the professional ask better questions; they do not identify the cause on their own. Do not drill relief holes, excavate behind the wall or seal an outlet as a trial fix. Ask the assessor which components and drainage connections need examination.
How should the wall and drainage plans fit together?
Show the water route
Ask for existing and proposed grades, collection points, outlets and the intended discharge route on a coordinated plan.
Show the affected property
Include nearby paving, buildings, pools and adjacent lots where relevant. Ask how a wall-height or grade change affects the rest of the site.
Pasco’s drainage-plan guidance requires existing/proposed elevations and runoff routes. Where fill and floodplain storage are relevant, ask the designer to address those requirements in the same submission. A higher cap should not be priced without understanding how rainfall will leave the yard afterward.
At handover, obtain a plan of accessible drainage components, care instructions and the signs that should trigger a follow-up review.
