Which office handles your property?
A New Port Richey mailing address can be inside the city or in unincorporated Pasco. Hudson waterfront projects generally start with the county. Check the parcel jurisdiction before opening an application; the postal city is not the deciding factor.

What should go into the Pasco submittal?
- Electronic application, signed and sealed construction plans, site plan and In-Water Construction Affidavit.
- Waterway width, proposed structures, dimensions, nearby facilities and the channel location.
- Drainage plan where applicable; identify existing and proposed grades.
- Recorded, notarized Notice of Commencement when construction exceeds $5,000, as stated in the current checklist.
- Association authorization for condominium slips; an HOA letter for MPUD-zoned lots.
The county checklist was revised in late 2025. Older copies with paper-submittal instructions or a $2,500 threshold should not be used as the current starting point.

Why do canal ends need extra attention?
Pasco asks for a riparian-rights survey at canal ends or where side-use lines converge. Its checklist also calls for a survey at inspection when pilings are three feet or less from side-use lines. Give the surveyor the wall, dock, lift and canopy scope together. A fence line on land does not settle every waterward-use question.

Can the wall, dock and lift share one application?
Pasco’s in-water affidavit requires a separate permit and application for each individual in-water structure. Have the permit team identify each structure and associated trade. Electrical work for a boat lift needs attention even when the seawall is the main job.

Who reviews work in the water?
Ask DEP Southwest and SWFWMD which environmental authorization applies to the actual scope. DEP Southwest offers pre-application meetings; SWFWMD’s new ERP applications and modifications use Appian from July 7, 2026. Federal questions for Pasco go to the USACE Tampa Permits Section.
A state exemption is not a complete permission slip. Local approvals, submerged-land authorization and federal requirements may still apply. Keep written applicability decisions with the drawings.

What are the published fees?
Pasco’s July 2026 schedule lists a $60 dock/seawall site examination and a $60 site inspection. Those two items total $120; they are not the whole permit bill. General base and plan-review fees, separate structures, trades and other reviews can add charges. Use the fee breakdown and request a scope-specific calculation.

What closes the permit?
- Track each permit number, approved revision and inspection result.
- Ask which work must remain visible before backfill, caps or finishes conceal it.
- Schedule county inspections through PascoGateway; city inspections use the city portal.
- Keep final approvals, survey records and maintenance instructions with the property file.

How can you keep overlapping reviews organized?
| Track | Record |
|---|---|
Local structure | Wall, dock, lift or other application; parcel, permit number and current review status. |
Environmental review | Agency, submitted scope, written applicability decision or authorization and its conditions. |
Drawing revision | The current sheet set and which agencies received the revision. |
Inspection point | Required inspection, responsible contact and work that must stay visible. |
Name one person to maintain the log. If the designer changes the wall alignment or the dock layout, ask which applications and approvals need to reflect that change. A revision in one folder should not leave a different plan with the installer.
For a city parcel, use that city’s process even if a county checklist helped you prepare questions. Confirm requirements against the current office instructions, rather than combining parts of several checklists.

What makes a first permit inquiry easier to answer?
Ask the reviewer to distinguish a complete application from an early concept question. Keep the response date and staff contact with your project records. If a contractor says an exemption applies, request the exact scope and written basis, then confirm which separate local or federal requirements remain.
