Plan the construction around the working waterfront.
Plan North Pasco marina seawall and bulkhead repairs around slips, utility isolation, vessels, environmental approvals and a clear operating phase plan.
Identify what the wall supports
Map the wall sections, fixed and floating docks, paving, service equipment and utilities. Ask the engineer to review the actual loads and connections. A residential per-foot example is not a commercial waterfront design or budget.
Define an operating plan for each phase
- Vessel routes, occupied slips and temporary relocations.
- Customer, staff, accessible and emergency routes on land.
- Isolation of electricity, water, fuel and pump-out systems by the responsible qualified parties.
- Equipment staging, delivery windows and debris handling.
- The checks required before a closed section returns to use.
Send the same complete scope to the reviewing agencies
DEP Southwest offers environmental pre-application review. Ask whether SWFWMD is the appropriate ERP reviewer; new applications use Appian. Pasco falls within the USACE Tampa Permits Section for federal questions. Describe dredging, fill, vegetation and temporary access as well as the permanent structure.

Keep local structure permits distinct
Pasco requires separate applications for individual in-water structures. Track each wall, dock and lift scope and associated electrical work. Confirm commercial application details with staff; a single-family self-certification route should not be assumed to cover a marina.

Price the operating consequences
Include utility work, vessel moves, temporary closures, access protection and restoration in the budget. If construction depends on a channel-restoration project, confirm its actual permit and construction status. Treat a public engineering study as context, not guaranteed access.
How can construction planning account for an operating marina?
| Interface | Agree |
|---|---|
Slips and vessels | Which berths are affected, who coordinates moves and what access remains available. |
Utilities | The relevant qualified trades, isolation/return-to-service responsibilities and affected users. |
Deliveries and equipment | Staging, loading, water access and separation from customers or staff. |
Communication | A single operating contact, current restrictions and the process for urgent changes. |
Ask the designer and contractor which work can be phased and what technical or access constraints limit that approach. A preferred business schedule is a project input, not proof that the wall can safely remain in use during every stage.
What should a phased proposal include?
The complete technical scope
Identify the full assessed need, then describe the proposed phase boundaries, retained structures and temporary conditions. Do not let the first phase hide work that remains necessary.
The complete commercial scope
Price mobilization, temporary arrangements, utilities, approvals and reinstatement for each phase. State which items would be repeated if work is split.
Pasco marine plans need waterway and nearby-structure information, and separate in-water structures require separate applications. Keep the operational plan aligned with those drawings and approvals.
At handover, request the final records and any operating limitations for the completed phase. Make the remaining phase decisions visible in the marina’s project log rather than treating partial completion as closeout of the entire waterfront.

Common questions
Can the marina remain open?
The answer depends on the phase plan and safe access. Ask the project team to identify the operations that can continue and the closures required.
Does a dock repair include shore power?
Only if the written scope says so. Identify the qualified electrical party, permits, isolation, testing and return-to-service responsibilities.
Can the channel simply be deepened to reach the wall?
Dredging has separate design and authorization questions. The dredging guide explains why original depth and scope matter.
