Which part of the wall needs attention?

A repair proposal should name the component
Visible concernQuestion for the professional
Damaged concrete cap
Is the deterioration limited to the cap, and what reinforcement needs attention?
Open joints or soil loss
Where is material escaping, and how will the path be closed?
Movement or leaning
What do the supports, anchors and foundation conditions show?
Wet or sinking ground
Is drainage, erosion, a utility leak or another cause involved?

The appearance of a defect does not establish the repair method. Ask for the reasoning behind the recommended scope.

Does a small repair need a permit?

New Port Richey expressly lists seawall repair among permit-required work. For unincorporated Pasco, show Building Construction Services the intended repair, including any change to alignment, cap, anchors, backfill or nearby dock. Ask for the local and environmental authorization route before starting.

What should the quote say about the retained wall?

  • Which wall segments and supports remain in place.
  • What inspection or investigation supports keeping them.
  • How the repair connects to neighboring panels and caps.
  • What drainage and soil-retention details accompany the repair.
  • What hidden conditions could change the price and how changes are authorized.

Is restoration exempt from state permitting?

Florida law contains a conditional exemption for restoring a legally existing seawall at its previous location, upland of it, or within 18 inches waterward. The limit is measured between the old and restored wall faces. Eligibility also depends on the restoration scope and backfill; it is not a general right to create more upland. That is a state authorization question, not permission to move a wall or skip a city or county permit. Have the permit professional document the exact applicable provision and remaining approvals.

When should replacement also be priced?

Ask for a replacement alternative when the assessment identifies broader failures or unresolved load and support questions. Compare the useful scope of each option rather than the headline price. Replacement planning includes access, dock interfaces and closeout that a repair bid can overlook.

What does a well-defined targeted repair look like?

Concrete and reinforcement

Ask which concrete is removed, what condition is found beneath it and how the repair connects to sound material. Confirm how the contractor will document any expanded scope before covering it.

Joints and soil retention

Ask which joints or openings are treated, why they are believed to be part of the problem and how the result will be checked. Include the condition of neighboring panels in the discussion.

These are scope questions, not installation instructions. A proposal should connect the visible issue to the assessed component and the intended outcome. Avoid a description such as “seal seawall” without a marked location, material specification, exclusions and responsibility for related drainage work.

How do you review the completed work?

Agree the handover evidence before starting
ItemKeep in the property file
Work record
Before/after photographs and the actual locations treated.
Changes
Approved variations, additional findings and revised plans where required.
Approvals
Permit numbers, inspection outcomes and final status for the relevant scope.
Care and warranty
Written issuer, term, coverage, exclusions and instructions for reporting a problem.

Ask whether a follow-up visit is included and what it is intended to verify. Do not infer a guaranteed remaining wall life from a new surface finish or a warranty on one treatment. The retained structure and any unresolved findings still matter.
