Plan dock and bulkhead work as connected systems.

By New Port Richey SeawallUpdated: 2026-10-26

Prepare dock and bulkhead repairs in New Port Richey and Hudson. Check pilings, boat lifts, waterway space, electrical work and separate permit applications.

What changes when the dock connects to the wall?

Identify which parts bear on the seawall, which use independent piles and where the utilities run. Give the assessor the wall and dock plans together. A dock replacement can change access and connections even when the wall itself stays in place.

What is distinctive about Pasco’s checklist?

  • Separate permit/application for each individual in-water structure.
  • Site plan showing waterway width, channel and neighboring facilities.
  • Riparian-rights survey at canal ends or converging side-use lines.
  • Survey at inspection when pilings are three feet or less from side-use lines.
  • Boat-lift electrical permit unless plans expressly exclude electricity.

Who can authorize the work?

Pasco’s dock checklist calls for authorization from the relevant upland or waterway owner. Condominium submissions identify the slip and include association approval. Establish ownership and use rights before assuming an existing dock, ramp or canal can support the proposed work.

Can a small dock use self-certification?

DEP offers no-fee online self-certification for qualifying single-family dock projects, including certain repairs and lifts. Qualification depends on the actual scope and conditions. It does not remove the separate local permit process or settle every submerged-land or federal question.

How do you keep the repair quote complete?

  • List each pile, connection, decking area and utility task.
  • Define vessel relocation, lift access and temporary closures.
  • Name who disconnects and restores electrical services.
  • Include debris handling, permits, inspections and restoration.

For a working marina, use the commercial waterfront guide. For channel depth concerns, start with the separate dredging guide.

How do you separate the pieces of the waterfront?

Mark each work item on one plan
ComponentQuestion for the scope
Bulkhead or seawall
Which retained-land support components are assessed and repaired?
Dock and pilings
Which deck, framing, connections and supports are retained or replaced?
Boat lift
What equipment and foundations are affected, and who coordinates the specialist work?
Electrical supply
Who disconnects, modifies, permits and checks the affected electrical installation?

A dock surface replacement does not establish the condition of its supports or the adjacent seawall. Ask for component-level findings and clear exclusions. Keep your vessel size and intended waterfront use in the brief, but let the qualified designer assess whether the existing arrangement is suitable.

What should the contractor know about the waterway?

Physical access

Provide the location of adjacent docks, lifts, canal-end conditions and the proposed delivery route. Ask how the work area will be separated from occupied slips.

Permissions and use

Identify association authorization, private access rights and owner obligations for moving boats or personal items. Confirm who coordinates those arrangements.

Pasco’s marine checklist asks for waterway and nearby-structure information, and individual in-water structures need separate applications. Ask for a permit list that matches the plan rather than a single generic allowance for “dock permits.” At completion, retain the structure-by-structure final records, operating instructions and any restrictions on returning equipment to service.
